How detailed and how long should the “comparable” novels section be in a book proposal? Is a paragraph describing the comparable and a paragraph of comparisons to your novel too long?

Yes, John, every word in a proposal must count, and proposals are long by their nature. You want to compare your work with known titles, so often just the title will suffice, though you might add a sentence to differentiate yours. So something like, Harry Potter meets The Hunger Games.
